Greenfield Capital, an early investor in Safe, said it has filed a regulatory complaint with Switzerland's Federal Foundation Supervisory Authority (ESA) over governance at the Safe Ecosystem Foundation, according to a public letter dated Oct. 4. The firm said it has not sold any SAFE tokens since investing in 2022. Over the same period, it noted that assets held in Safe's accounts fell from about $6.6 billion at the start of 2024 to roughly $3 billion. Greenfield contrasted that with broader market metrics: DeFi total value locked rose about 40% and stablecoin supply increased 135%, while stablecoins held within Safe grew only 11%. It said the figures point to a shrinking share for Safe in the self-custody segment. Greenfield said that around a year ago it could no longer make a dependable assessment based solely on information provided by the Safe team. It then worked with former employees, key users, ecosystem developers, and other investors on an independent review, concluding that the issues it identified ultimately stem from governance. The firm said it had previously called for a refresh of the Foundation's board with experienced, independent members; a management overhaul by bringing in operators with a track record of scaling infrastructure businesses; and a board-led review of strategy, product direction, organizational structure, and tokenomics, backed by measurable key performance indicators. Greenfield said it has repeatedly raised these requests with the Foundation since late 2025, directly and through legal counsel. It added that the Foundation responded by creating a strategic committee without decision-making authority and filling board vacancies with people from within its existing circle. Greenfield said it has now escalated the matter by formally submitting a complaint to the ESA. The firm emphasized that the move is not a personal lawsuit and not an attempt to take over Safe. It said its focus is limited to Foundation governance and board composition. Greenfield added that it remains positive on the Safe Labs operating team and intends to continue contributing as an ecosystem participant and Safenet validator.
