Pennsylvania state Rep. Tarik Khan on July 22 introduced HB 2711, backed by 24 bipartisan co-sponsors—20 Democrats and 4 Republicans—according to Bitcoin.com.
The proposal would prohibit gambling companies and their affiliates from acting as market makers or liquidity providers in prediction markets. It would also require platforms to avoid contracting with gambling businesses or entering revenue-sharing arrangements with them.
HB 2711 sets a minimum participation age of 21 and would ban contracts tied to high school sports, events involving minors, individual health conditions, and so-called "death markets." Enforcement would fall to the state Attorney General.
If enacted, the measure could directly affect established gaming groups such as DraftKings, via its DKeX exchange, and Flutter, both of which have already built market-making operations in prediction markets. The bill has not yet advanced to committee votes or hearings.
