Meta presses Congress to add liability shield from child-harm lawsuits to KOSA

Meta is lobbying the U.S. Congress to insert a legal immunity provision into the Kids Online Safety Act (KOSA) that would limit state-law child-harm claims tied to products such as Instagram. If enacted, the language could protect Meta and other platforms such as YouTube from existing and future suits, though Sen. Marsha Blackburn’s office said it had not seen the text and would not consider it. KOSA passed the Senate by a 91-3 vote in 2024 but stalled in the House, and it has been reintroduced this year.
