SEC Chair Paul Atkins said the agency is seeking targeted exemptions to encourage crypto issuers to return to the U.S., arguing that the SEC has been "weaponized" against the sector.
Under the proposal, the SEC would introduce a dedicated regulatory framework for crypto assets and outline how certain crypto products may be treated under securities laws. Atkins said the approach is designed to provide a compliance pathway for investment contract issuers. The package also includes new exemptions for crypto-related capital raising, including a proposed funding route allowing offerings of up to $75 million.
