The earlier GENIUS Act bars issuers from paying interest directly to holders but does not prevent third-party platforms such as Coinbase from offering rewards, prompting banks to warn of deposit flight while crypto firms argue yield restrictions would stifle innovation. Hill indicated senators could adopt the House language to advance legislation if yield provisions remain unresolved, and the White House has held meetings with banking and crypto representatives over the past month seeking compromise by early March.
