Neo-CLI v3.10.0 ships ahead of Gorgon hard fork with mnemonic wallet support

Neo-CLI v3.10.0 has been released, laying groundwork for the upcoming Gorgon hard fork while adding developer tools, wallet upgrades, and an official Docker image. The release was published on June 11, deployed to the T5 TestNet on June 12, and is planned for MainNet on June 26. It does not activate the Gorgon hard fork, which still has no scheduled date. Neo-CLI now expands BIP-39 support and adds new RPC methods to streamline signing, relaying, and diagnostics.
